Magical Item – Wind Fan

Standard: While holding this fan, you can use an action to cast the gust of wind spell (save DC 13) from it. Once used, the fan shouldn’t be used again until the next dawn. Each time it is used again before then, it has a cumulative 20 percent chance of not working and tearing into useless, nonmagical tatters.

Attunement: While you are attuned to this item you can use it twice per day and have a 10% chance per use after that for it to tear itself apart.

Relic: If you are a genasi then you can use it to deflect half of a lightning based attack to the environment. If you are an air genasi then you can instead direct that half damage to another target in range.
